Perhaps the easiest is to 
get the complete GAP source distribution from gap-system.org 
(say, by doing, at the terminal prompt,
wget http://www.gap-system.org/pub/gap/gap47/tar.bz2/gap4r7p5_2014_05_24-20_02.tar.bz2)
and compile it, as described in GAP docs on gap-system.org.
It includes the package in question.
