[GAP Forum] Function demand

[Mathieu Dutour]

Dear Gap forum,

there are two functions, which are reasonably basic, which would
perhaps be useful to have in GAP:
---Pfaffian of an antisymmetric matrix.
---sylvester inertia coefficients of a symmetric matrix.

I can contribute myself those functions, but the code may not be up
to the standard of GAP.
