I am in the process of going through all of the packages for GAP and writing up what changes need to be made in the setup instructions and scripts for each one to enable seamless installation under Windows with Cygwin. I have been able to get all packages except for one (which requires using the GAC to run) to work under Windows with Cygwin. I hope to have sent information to all of the package authors as well as the GAP support team within the next month or so.
