I think you have your meaning of x wrong:
gap> R := PolynomialRing(Rationals,["x"]); PolynomialRing(..., [ x ]) gap> x := IndeterminatesOfPolynomialRing(R)[1]; x gap> f := x^2+1; 1+x^2 gap> f in R; true
