Dear colleague, and dear Forum,
I will try to provide answer for the question below:

It depends the operation system which you use.
For example, if you are using Linux or Unix, to recompile GAP kernel you
should run "configure" and "make". Make is system command (more exactly - a
command from another package which should be installed in your
Unix/Linux-based system), so it doesn't matter that it is not contained in
the GAP directory.
If you are using Windows, then to install bugfixes which changes the GAP
kernel, you should download new executable file which is contained in the
archive "wbin4r2n6.zoo" in the `bugfixes' directory.
I also would like to recommend to find detailed installation instructions
here:
for UNIX - ftp://ftp-gap.dcs.st-and.ac.uk/pub/gap/gap4/INSTALL
for Macintosh - ftp://ftp-gap.dcs.st-and.ac.uk/pub/gap/gap4/INSTALL-MAC.TXT
for Windows - ftp://ftp-gap.dcs.st-and.ac.uk/pub/gap/gap4/INSTALL.WIN
I hope that this helps. If you will have further questions, please do not
hesitate to contact me.
